You need to get into base-to-base contact....clearly you can with a flyer, but since most of the other things normally requiring base to base (like melee attacks or embarking/disembarking) with a zooming flyer are prohibited, it feels a bit cheap to do so.
It's much like big Titans - you need a 5 to hit them with super-heavy walkers and gargantuan creatures, and a 6 to hit them with infantry and monstrous creatures, both representing the difficulty of actually reaching anything important. You could argue that your bike squad hits on its normal WS because the rule forgot to name-check Bike as a unit type (the version with the Eldar titans is better written and says "you need a 6 unless you are a superheavy or a gargantuan")
If you drop to hover mode, go right ahead - you're essentially a skimmer.
