Hello,
I'm sharing here a tournament package that has been in development for around 10 months (and still ongoing) and field tested in multiple single day Warhammer 40,000 tournaments in several cities next to numerous closed test tournaments and random games. It has been inspired by multiple rules packages such as the ITC, but has been made as compact as possible. The same army is yet to win a tournament with this package twice.
As above, the package is mostly intended for single day tournaments as mentioned above, with the amount of participants ranging from 10-60 (or more.) It's goal is to allow for different playstyles, without destroying them completely (aside from spamming Riptides and the like, which we've found most players find unsavory.) It addresses the following things:
-Makes Maelstrom of War more stable by adjusting the amount and ways to score points with and reducing bad luck with drawing cards.
-Moderates the power of unkillable deathstars, which according to many eat away at game interaction.
-Addresses spamming, hitting home mostly on Warp Spiders, Riptides and Skyhammers.
-Moderates some broken issues like maximum Feel No Pain and Invisibility.
The idea to share it came from a friend, and I'm basically doing it so it may be of use to someone.

Army Composition
-Point limit 1500
-1-3 Detachments, Battle Forged.
-The army can include the same detachment only once.
-A decurion style detachment can include the same Auxiliary -choice only once.
-Decurion style detachments count as 3 detachments for the purpose of army composition.
-War Convocation counts as 2 detachments for the purpose of army composition.
-Warp Spiders 0-2
-Gargantuan Creatures/Superheavy Vehicles 0-1. Individual choices exceeding a points cost of 550 (with or without upgrades) are banned. Does not apply to Imperial Knights.
Allowed Fortifications
-Aegis Defence Line
-Skyshield Landing Pad
-Tau Tide Wall
-Imperial Bastion
Nerfbat
-Rerollable 2+ saves of any kind = 2+/4+
-Invisible units are hit with BS and WS 1, allowing Blast weapons to hit. Template weapons hit normally.
-Hellstorm weapons are banned.
-Feel No Pain maximum 2+
-Units that include multiple multiwound IC's succeed in their Look Out Sir! -rolls on a 4+
-Hit&Run is not conferred to units that do not originally have said Special Rule.
Scenarios
-First Strike: Both players gain a Victory Point for destroying an enemy unit on their first turn. Secondary Objective: First Blood is not in use.
-Mysterious Objectives are not in use.
-D3 Victory points always counts as 2.
-Only one Secure Objective X -card with the same number can be scored per turn.
-The maximum amount of Maelstrom Objectives that can be scored per turn is 2.
-The player may empty his whole hand of Maelstrom Objectives cards once per game at the end of his turn.
Terrain
-No unit of any type can land ontop of Impassable Terrain
Scoring:
Each Scenario consists of 3 Missions: Maelstrom of War, Eternal War, and Tertiary. The Victory Points gained from these missions are totaled at the end of the game, and the resulting difference between players is compared to the Tournament Points & Difference -list below to find out the Tournament Points for each player. Ranking is based on the amount of Tournament Points.
Missions:
1. Eternal War (such as Emperor’s Will)
2. Maelstrom of War (such as. Tactical Escalation)
3. Tertiary (First Strike, Slay the Warlord, Linebreaker, Purge The Alien)
-First Strike, Slay the Warlord, Linebreaker - each grant 1 VP.
-Purge the Alien is a part of every scenario. Players earn one kill point per destroyed enemy unit. At the end of the match the amount of kill points between players is compared with a 1:1 difference: the player with the most kill points gains up to a maximum of 3 Victory Points.
Example of points calculation:
1. Billy scored 7 VP's from Maelstrom Of War. From Eternal War he managed 3 VP's.
2. From the Tertiary category Billy got 2 Victory Points (Linebreaker 1 and First Strike 1.)
3. Billy destoyed 9 units from Jack. Jack on the other hand decimated 7 units from Billy. Therefore BIlly earns 2 VP's from the Tertiary, Purge the Alien. (9-7=2)
4. Billy adds up his Victory Points from all missions for the match, resulting in 14. Jack has a total of 7. The difference, therefore, is 7.
5. The players check their points against the Tournament Points & Difference -list, causing Billy to win with a result of 14-6. Jack is annoyed, and he goes to buy more Warp Spiders/starts playing Infinity.

So, there it is. I recommend giving it a shot, as it has consistently resulted in tight, even matches and finales to speak about for a long time. It is also perfectly fine for normal games; my group has moved on to using this mostly.
The army composition rules can also be altered to ones taste (say you want to hold a CAD tournament only, just change that.) Feedback is ofcourse welcome, but it should be kept in mind that 98% of the things that spring to ones mind have already come up and knowingly adjusted in the duration of ~10 months.
