In Fanatic magazine there was an article for using Magic and Tactic cards.

There is a Tactic card called "Decisive Commander" with the special rule "Counts as two cards."

While the cards title refers to a positive effect, I hold the game effect as negative. Can somebody give some more info about the correct useage of this card please?

As far as I can tell, it is a negative effect. It counts as two cards against the maximum limit of cards you can play. Maybe interpret "decisive" as "Who needs tactics? Let's fight already!"

On the other hand, it does end the card phase more quickly. For example, say you lost initiative and play second. Your opponent will play cards 1, 3, 5 and 7, unless you play "Decisive Commander" for your card #6 (which then counts as cards 6 and 7, effectively ending the card playing phase). Likewise, if you play it as your first card, you reduce the opponent's opportunities to play cards from 4 to 3 chances. Not a huge benefit, but if your other cards are negative cards, it can help you level the playing field a little.
