I know that in 30k that you are allowed to use a few 40k units because they fit in the fluff and were being built, such as rhinos, terminators and whirlwinds. I know that FW sell the outrider bikes because the bike were different, but can I use 40k bikes in a 30k army? Or were they just not around at the time?

yes, 40k bikes were arround that time, though some of the weapons you put on your 40k bikes may not be, i.e. grav.

I'll never be able to repay CA for making GW realize that The Old World was a cash cow, left to die in a field.

Earth

Outsiders can be upgraded with twin linked flamer, plasma, melta or bolters, so the bike is fine, the weapons on it matter though.

Also bear in mind that bike squads don't get the sarge upgrade included in the squad, you have to pay for it, it's also usually worth upgrading all the bikes in a unit to have melta bombs, for easy tank hunting.

Thanks! A guy at my local GW store said that those bikes were not around, so that's a great positive! I'll be buying boxes of them and maybe using the RoW that makes them troops choices. But mostly I'll be making squads and I'll convert parts so that I can have a bike Praetor, or maybe I'll buy a jet bike for that. They'll be my tank hunters and objective holders.

The "modern" Bikes don't seem to be widely available. HQs can take a "Space Marine Bike", but the unit entry for Outriders (I am pretty sure) names them "Outrider Bikes". So, a difference, but not sure if that matters for what you are doing.

Well, I was going to take 2-3 units of Outriders with melts bombs, so I was going to get modern bikes to make it easier for my wallet and my conversions

As long as they are WYSIWYG, I doubt anyone would say anything anyhow. I was just noting a potential fluff difference, beyond the obvious visual aesthetic.
