So I was looking for the most beneficial general I could find to supplement the death army I'm working on for my fiance. And I found that general - Vlad von Carstein . His command ability is perfect.

My problem is that GW just released the new book of death warscrolls and he doesn't have a warscroll anymore - and if I buy his model from the webstore it has the rules for a generic "Vampire Lord."

My question is simply whether or not I can still use the Vlad warscroll, or do I need to use the generic Vampire lord warscroll The command ability still provides synergy, but not nearly as good as Vlad's.

In the name of the easy going style that is Age of Sigmar, you should get Vlad and stick with the old warscroll for him IMHO. As long as they don't release AoS v2.0 you will be fine with that.

The original warscroll compendiums were designed to allow those with existing WFB armies to continue to use them.
As the GA books are released, they are being updated to be 'AoS' armies, rather than legacy WFB armies, and one element of this is removing named characters who are now 'gone'. (Was going to say 'dead', but it's Vlad, so, y'know...)

As long as the compendiums are available to download from the GW website, this can be taken as official sanction that those warscrolls are still valid.
Even once they go, as has been stated above, just check with your opponent that it's okay. After all, with balancing now in the hands of players there's no reason for anything to become obsolete.

Vlad is no longer present in the official fluff, hence his absence from the GAeath book. His model is also finecast, meaning it's likely to be retired at some point in the future.

His RULES however, are still perfectly valid, available to download from GW in the Vamp Counts compendium on their AoS rules page, or as an individual warscroll within the official Age of Sigmar app.

There is no real reason not to let someone use him, and most of the people insisting that old scrolls like vlad, krell, throgg, the helcannon, or the tomb kings lines aren't usable anymore are people who don't play Age of Sigmar anyway and are just looking for more reasons to dislike it.

So yeah, it should be fine, though it's something you'll want to go over with the local scene to make sure they're not being weird about it. But in general, while the GAeath book changed some units, units that weren't included aren't removed from the game, they're just not in that particular book.

Personally, I prefer Krell (or the generic White King with Black Axe in smaller or no-special-character games) to vlad, but vlad's still a solid commander, with that ring to make him halfway surviveable and a decent command ability that becomes superb if you're fielding anything that spikes damage on sixes to wound (grave guard, tomb guard, iirc crypt horrors). And vlad's mechanical interactions with Isabella make them really fun to play together.

Would you rather have this discussion in the middle of your game, or before the game even begins? If there is any doubt, it is always best to work it out before the game begins. If you can't come to an agreement, then you haven't wasted your time. It just makes sense to take care of any potential problems before they occur. It will lead to a more enjoyable experience for both players no matter what decision they come to.

Yes, I plan to use him with a Necrosphinx. Since a Necrosphinx runs and charges on the same turn, plus has an insane bonus if he gets sixes to wound, Vlad's command ability makes moving 26+ inches and dealing 20+ wounds on the first turn an enemy monster have a very good chance.

Basically, all 3 parts of Vlad's ability trigger on the same turn.
