Hey guys I wanted to verify a RoW I heard was in book 6 (mine is still in the mail)

This new RoW allows a Primarch to be taken as an HQ instead of a LoW correct? Does the point tax still take effect or is it no longer required?

Any help would be great, Mortarion and a Falchion would be a nasty mix !

A RoW does exist that allows you to take a Primarch as a HQ choice instead of a LoW (Meaning the 25% rule does not take effect) however the RoW does not allow you to take a LoW choice, so you cannot do your Mortarion-Falchion combo
