I am an old general ( despite being 28 years old) who was really good in his prime winning or top 5 at every tournament I attended. Recently, I would go to an occasional tournament every blue moon just to see if I had it and I would win or place well. Now that I am ready to get back into the game I notice we can use Forge World now! I am looking at the new armory that Imperial Players have and I am thinking to myself do you know what we can do with this stuff especially the way the rules work now? I am scared of what we can create these days!

This is the prototype the list is all theory hammer, I will start play testing soon and eventually muscle memory will kick in and I will be back at a top 8 table near you! lol
Vets and CCS going in drop pods I assume, not a terrible idea, I dont know how effective taking 2 doctrines is on the vets, I have never done it. But I am interested to see how it plays out, although from a point stance they seem expensive.
Why with the plasma on scions? Also why a full squad of them?
You could take another CCS with 4 more melta for cheaper.
Your vets and your scions are going to function as suicide squads, since whenever anything looks at them they are going to die, and trust me they will opt to shoot at the guard over the SM if they are smart. So i would recommend making them min units and taking more of them.
I would also consider plasma pistols for your sgts and commanders since you are already getting in so close, get the most out of the squad while you can. (maybe) Im not 100% on this idea, it would need some play testing.
The gun platforms are going to be completely unguarded, and if you are deepstriking all your guardsmen over there you run considerable risk of scattering onto your own guys, and if not from the basilisks, from the demo charges.
So in all I would consider:
Minimizing your scion units.
Streamlining your vets: Demo charges may seem like a nice trick but they can be very dangerous, generally not worth 30 points for one shot.
Add either more bikes, or another CCS melta squad.
The hunters eye is really nice but I dont really see the benefit in this list. (for the eye or the libby) you dont have a deathstar unit that will be shooting a ton, this has more of a MSU feel to it.
Im not sold on the artillery and rapiers, they seem out of place in such a mobile army, with the exception of the wyvren. they can move around if needed and are so cheap and effective there is never not a place for them.

Vet squads with meltabombs pose a threat to everything in cc!

That is incorrect with white scars scout move they will not be isolated like the normal drop pod units. Also the vets have a +1 to their cover save so they should have a 3+ in cover. Shooting at gurad over Grav-Cannons when did that happen?

When and if it does happen I will have to laugh it off! I mean how rare is that!

Its the melta-bombs that I am paying for str 8 ap 1 2d6 vs Iron Knights and str 8 ap 1 vs monstrous creatures, multi-charging rhinos catches everyone off guard.

My other list has more bikes and more infantry! I have to try this list out first spent to much time thinking about it to not to.

2 Str 9 ap 3 large blast re-roll to hit ignore cover thats what the hunter's eye is for.

Having 2 units pounding away at your enemy from the back is not all that bad.
A WS3 T3 I3 A1 5+ model threatening everything in CC is still a T3 5+ model.
Grav cannons are scary....obvioulsy but when you are faced with the choice of popping a tank at the other end of the board then trying to kill T4 3+ models..that are only effectively 4 shots, and not a threat on turn one really. Vs 4 BS 4 Melta guns that are right in your face but are only T3 5+ and only 5 models....Most decent players will deal with the guard first.
Think about it....you have 10 melta guns right in your face...on weak platforms...or 2 grav cannons in a transport in your opponents deployment zone...which is the priority target?
