tryna make an army and need to know the best anti tank option. For DE I want to include about 18 reaver bikes and maybe 2-4 squads of incubi. Eldar im thinking lots of vauls wrath, spiders, maybe some dark reapers and Wraith units. Im considering swooping hawks or scourge as anti tank. Any suggestions? I could just give the reavers heat lances and i do have lots of D

Reavers can work with Heat Lances and Blasters, but with T4 and 5+ armour you'll find yourself jinking most of the time. Cluster Caltrops, though, can work really well with that D6 S6 Hammer of Wrath attacks, they'll take down light armour quite easily.

Incubi are largely usless for dealing with vehicles, send them after TEQ's that don't have a 3++, you'll have much more luck with Coven units, specifically the Grotesques, Talos and Cronos.

Scourges can also work well as you can equip 4 of them with Heat Lances, Blasters, Dark Lances or Haywire Blasters but it's best to run 2 sqauds to make sure they finish the job.

Eldar have a huge number of options to deal with almost everything. On top of what you mentioned there's Fire Dragons, Fire Prims, anything with Bright Lances or Pulse Lasers will work as well.

My listed units was just units I wanted to use in my army! So you think scourge would useful, or would my listed units have enough? i mean that and the staples of kalbite in venoms and scat bikes

The DE tri-Lance ravager is another option but Eldar have the better anti-tank tanks, imo.

Just take an aspect shrine. I usually run with a unit of haywire hawks, fire dragons in a venom deepstriking and a unit of Dark reapers with star shot missiles in a night shield raider. It hits all the spots your looking for as DE. The FD can DS in and still disembark and battle focus if need be to get into melta range or around Ion shields against knights. The haywire hawks can kill fliers as well as as ruin super heavies while being great against infantry as well. The dark reapers get to sit back in a 3+ jink saving raider, 2+ if you can hide it's front arch with terrain and ignore jink and also can ruin elite infantry and fliers.
