I've seen some players pick and choose their psyker powers, others have rolled for them. Can you do both?

If I opt for Mephiston and go for BA powers can I pick which powers, or do I have to roll?

I'm pretty sure I have to roll.

Additionally, if I have Shield of Sanguinis and Mephiston is in a LR, does that provide the Land Raider with 5++?

While I couldnt tell you if Shield of Sanguinius works on a transport, I can say categorically that unless explicitly stated in a rule or wargear (or they are listed on profile (IE Sanguine Sword)) *all* psychics powers are rolled for.

While I am sure several more exist, the only psyker I know who can outright pick his powers is Sevrin Loth, the FW Libby for the Red Scorpions

Majority of psykers have to roll for their powers while a minority of them have preset powers listed on their profile which they always have instead of rolling for them (Grey Knights are a good example of this). I don't know of any that can pick and choose powers but if they can it would be because of a special rule for the model.

Maybe you're a bit confused by promaris powers?

If you select the ba discipline for example, you'd roll on the table 3 times but then you'd get the ba primaris for free.

No, it's not that. I'm sure I've seen other players just pick their powers. But I've always rolled.

That is maybe Serven Loth who can just pick 3 powers (plus the primaris if the powers are from the same discipline) from any discipline. Or the Belakor who auto knows all power from Telepathy. Or it is Fateweaver who auto knows all Tzeentch psychic powers (I might be wrong on the last one, can't remember the Fateweaver states clearly).
Besides, no one can manifest any Psychic powers inside a Vehicle that is not open top and do not have a fire point. AND even if the vehicle they are in have fire points or are opentop, they can only cast Witch fire power, no blessing or malediction can be manifested. So if Mephiston want to cast the shield, he need to get out of the LR first.

To be fair, there are times when I'll just take two primaris powers and not deal with roll.
