So we are starting a campaign and our first round is called on patrol. In short we are limited to one of each slot. We can take two troops. All vehicle armor values are reduced to 12 and 2 hule points. All non vehicle units are reduced to 2 wounds.
The list follows
HQ
Painboy
Troop
Boys x10
Shootas
Boys x10
Shootas
Elites
Nobs x7
Heavy support
Deff dread
Rockits x2
I'm torn between running this bear bones or dropping the 2nd squad of boys and adding power claws and nobs.

With everything reduced to 2 wounds and only 400 points I wouldn't worry too much about PKs. Big choppas should do jut as well. You'll have an issue with vehicles, though. So far only the deff dread is equipped to take on vehicles with AV 12, but I wouldn't bet on the rokkits doing anything. Big choppa nobs on the charge would take off a hull point on a 5, though.
Also, what kind of campaign is this? It sounds interesting.

I haven't played this type of game before but maybe I can still offer some insight. This advice is pure competition-related, if you're using units because you like how they look or how they play, that's cool of course/
The deff dread will not make it's points back. It's slow and will have a hard time making it into combat making it an expensive platform for 2 BS 2 rokkits.
The bare bones nobs aren't any tougher than the boyz, with the same T and Armour. FNP will help, but they're too expensive to have die to cheap bolter fire. (And they will. 3+ to hit, 4+ to wound, 5+ feel no pain from a 10 man tactical squad equals 5 wounds, and if they have bigger gunz, forget it.) Their odds of getting into combat isn't great either.
The boyz are fine enough. They'd be better with a trukk and sluggas but if you want them to be footsloggers you need shootas if you want them to be in the game.
Basically in the game now everything that's worth a damn in CC gets there fast or is a MC/GC. Everything they want to fight is either mechanized/bikes/skimmer/jet bike/fast vehicle/long range/deployed in the back. You could very well have to move 24 inches before you can get into assault range. (No man's land is 24 inches, so this is even assuming you have a straight line to them with no cover or angles and they deployed their units exactly on their line ignoring all cover and the range of their own units.)
Consider sluggas/trukks for the boyz, tankbustas with trukks instead of the nobz, and mek gunz instead of a dread. (Lobba or KMK for this size.) Other worthwhile units are warbikes or Lootas.

We took the on patrol rules from 2015 adepdicon and have dusted off the old 4th rule book and have slightly reworked the campaign rules to fit better with 7th. The game will progress from city outskirts to full blown cities of death. We're working up to 1850. We are allowed to drop 1 unit each round, in addition to eliminated units.
Good advice on the big choppas. I hadn't thought of that and I can add 5 for the price of one claw. Automatically Appended Next Post: I was honestly leaning this way because it's the start collecting orks list and formation. Ill play around with a trukks. For the boys and nobs. I was leaning shootas on the boys because they will die once they get into combat but I can still get 3 attacks with them on the charge.

I personally would swap the deffdread out for a unit of lootas
Load up the nobz with Big Choppas and Shootas
I would consider a deffkopta as well (swapping a group of shoota boyz for a group of grotz)

Not Bad @ this point level the trukks should be good to get in range Looks to be lots of fire power and enough choppy power
I assume the painboy is rolling with the Nobz and the lootas are hiding in cover someplace..
