This seemed like the best place to ask this so here goes: I play Alpha Legion, but I really have no desire to pay GW $3.00 a model for cultist models, so I wanted to know if anyone would cry foul if I used Catachan models and clearly told my opponents that they were cultists and were armed with a laspistol and close combat weapon and not a lasgun. I'm hoping that would fall under the "counts as" rules, as in the Catachan armed with lasguns will "count as" laspistols and close combat weapons. If anyone saw an opponent doing this would they be upset?

I wouldn't have a problem with it...
It might help if you attach bayonets to the lasguns, if possible.
I did a similar thing, only using Cadians, chaos mutation sprues and as many CC weapons that I could find. The Cadian set has a surprising number of them in there...
Anyway, as long as you tell your opponent beforehand, it really shouldn't be a problem.
In fact, if they complain, tell 'em Alpharius said it was OK!

You might find some dificulty with WYSIWYG, I recommend trying Chaos Maraders from Fantasy and finding some guns to give them. There are several options out there for Chaos Cultists, experiment and have fun.

WIth GW's recent trend towards a pretty easy "counts as" theme acceptance, I realy don't thinki you'll run into too many WYSIWYG issues.
Especially for units and/or options that GW does NOT make models for.
Just clearly explain what everything is *before* the game starts with each opponent, and you should be fine.

It is also best to not attract the interest of BloodyT, but, well, is "wishes were fishes" and all that...
Seriously, you should be fine except in extreme cases (i.e., playing against BloodT-types, apparently). As always, if you're really worried and about to play in a tournament, just get it cleared ahead of time.
In a "friendly" or one off? You shouldn't have any problems at all.
