Hello! I'm a brand new member to dakka dakka looking for some input.
I've had some guard models for a while, but never really enough to make a balanced list. Mainly just ran them as allies or for the occasional low points game. I have decent familiarity with their units and tactics, but not a ton of experience with them. I'm now looking to invest some money their way and bring them up to 2000 points. Here is my prospective list, any advice would be appreciated!

Platoon Command Squad with 2 flamers
Heavy weapons team, x3 lascannon
Heavy weapons team x3 missile launchers

The basic plan is that the autocannon infantry, heavy weapons teams, company command, manticore and one of the russes sit and shoot with the aegis line to provide a base of fire. With their combo of weapons they should provide a decent long range threat to most target types. The chimera mounted infantry move forward with a leman russ supporting them. I tried to give the chimera troops a mix of weapons to threaten infantry as well as tanks.
The officer of the fleet should allow my vendetta and scions to come in reliably. The vendetta will provide air cover and shoot at tanks side armor. The scions deep strike in to slow the enemies advance and shoot tanks rear armor/ get around heavy infantries cover and use their weapons to ignore armor.
I only really play casual games, and usually face eldar/dark eldar allied, space marines, tau and orks.
Any input would be appreciated, thanks!
Edit: The units I already own is the defense line, all the infantry/heavy and special weapons, scions, 1 russ, and 1 manticore. What I plan to buy is the chimeras, russ and vendetta.

Rooster, this looks like a solid and fun list. You combine firepower with mobility.
Here are some things you might want to consider:
1. Drop both heavy weapons squads. They have been way too vulnerable ever since the 2003 IG Codex nerfed them. To fill the anti-tank role, take 2 5-trooper scion melta squads or add a 25-trooper Lascannon Platoon instead (if you have the models).
2. Drop the quad gun. It'S lackluster this edition (plus your vendetta can kill fliers). Add a Comms array instead (which means you can drop your officer of the fleet).
3. Consider buffing your Autocannon blob by adding a commlink and either a priest or commissar.
4. Consider dropping your flamer sws and giving its chimera to your cc (otherwise your hq wI'll be quickly blown away). Also give 2 of the sws flamers to your pcs (which I assume will ride in the 'detta).
5. Think about adding a heavy weapon or special weapons to your ccs. Also add a com link.
6. Down the road as you collect more IG, consider adding conscripts with priests and a couple of wyverns. These 2 units are consistent top performers for me.
7. You might want to add dozer blades to your Russes and chimeras. This cheap upgrade is very useful.

I would take a Master of Ordnance..one pie plate per turn yea it likes to scatter a ways but ehh its still a strong pie plate that can land anywhere on the board.
If forge world is allowed in your meta then I suggest saber weapons platforms as the new improved heavy weapons platforms ..
I would run the VETS with full Melta and shotguns and leave the plasma to the scions ...

Thanks! I like the idea of a having a bunch of troops lined up in gunline (for fluff purposes and aesthetics) but a pure gunline feels too inflexible for me, so that combo is what I was going for.
Responding to your advice:
1. Are you suggesting 2 extra scion squads besides what I have, or just swapping out the plasma scions for melta scions? Unfortunately I don't have enough troops for an extra lascannon blob. Part of the lascannon teams is I have the models and don't want to waste them, but I know that's not practical haha. If I dropped the missile launchers, put the lascannons in the blob and then heavy weapon teamed the autocannons would that be a good idea? (Autocannons are less of an investment in the heavy weapons team, so hurts less if they get killed). Would having lascannons in the blob mess up their target priority? Maybe missiles in the blob for target flexibility?
2. I actually was already not including a quad gun, so unfortunately I can't save any points there. Is the comms relay more advantageous than an officer of the fleet?
4. If my cc is in the chimera, is the idea for them to sit back with the blob, or is it to move with the attack group? I would like to have some command element with my blob to provide them with orders.
5. I do have a spare lascannon that they could use.
6. Some day I would love to have a big conscript blob moving up behind bullgryns for cover. Dunno if its practical, but it seems like it would be fun! haha
7. If I end up reorganizing the list and have some spare points, I'll consider investing in those.

I've tried master of ordnance before but I can never get it to hit much of anything. Maybe just bad luck.
I like those weapon platforms, but sadly my budget doesn't really allow me to get into forge world.
Full meltas is an idea I'll consider for sure. What is the advantage of bringing along shotguns?

Shot Guns are short range but assault 2 as opposed to rapid fire ..making them work well with meltas..and giving the vets assault capacity (never a bad thing to have options) and if they are in a metal box then they just use the side mounted lasgun arrays for longer range..
Understood on Master of Ordance ..it is hit or miss at times ..but I have always gotten the points back..(it is a cheap pie plate)
Also understood on budget ..I scratch built mine from Lascannon teams (not a difficult conversion)
