I would say yes since he gets the most bonuses given that he adds rending to all of the shots with the main gun (thus dealing with its main issue of being only AP - ). Furthermore, the punisher is one of the few tougher tank variants where you can actually fire the sponsons to full effect thanks to the heavy rule which makes it the default one besides maybe the vanquisher.
