So I have read some fluff on the different legions to help pick my army, and I really love the 21st division squad fluff, so Implemented 2 squads. I don't know if I have enough armour killing to back it up with though? Any advice appreciated.

not half bad  I wouldn't worry about anti armour since you do have 2 medusas AND a master of signal. a few things to consider:
maybe swap the MoS to a siege breaker and try out the creeping death RoW (it's not as amazing is the reaping, but still a fun one to try)
Untill you run low on heavy support squads, I wouldn't squadron up the medusas (also, if you bring a siege breaker, you can give them amazing anti infantry phosphex rounds)
If you are worried about anti armour, possibly look into some quad mortar (or laser destroyer) rapier batteries (laser for dedicated, quad if you want flexibility)

heavily so: most people (i've heard) find them amazing
at it's base they are: 4 T: 7 wounds with a 3+ save (2 crew + the 2 wound rapier itself. you need 1 crew alive to shoot the gun however, so you set it up as 3 men in front, the guns, 3 men in the back)
while they have some 'meh' guns: the bolter + the grav weapon (though to be fair I've yet to test those guns), they have 2 bad-ass weapons: laser destroyers (super strong AT weapons) and quad mortars (different ammo types, but most of them are amazing. The big 3 are: regular (pinning at -1 (or 2, I forget) LD), 4 S: 8 shots with sunder per rapier, and the fun AP: 3 phosphex rounds.

Okay another question if you don't mind, is how many elites, hqs, troops, fast attacks, heavy support the same as a CAD in 40k?

the age of darkness force org is:
3 HQ (1 manditory)
6 Troop (2 manditory)
4 elite
3 fast attack
3 heavy supprt
and then there is multiple "special" force org charts, but that's a whole other rabbit whole.
