Looks solid. Not sure you'll get to fire all the weapons on youur leman russ, so perhaps give a lascannon HWP to the command squad.

Hmmm.... I think the commissar is the least indicated to be on the CCS. Just imagine if you kill your opponent chose to kill the commander!
Yeah, drop the commissar.
One question, do you own more models other than this???

If you want my opinion, your list is almost garbage: your veterans only have a special weapon (when they can carry up to 3!) and it's a grenade launcher (the weakest of the punch) and your commissar is costing a whooping 55pts. 55pts for a model with a single wound, a 5+ save and a T/I/S 3 is madness. He won't be worth those points at all. Virtually the same goes for your commander those 40pts of gear won't be useful AT ALL. S6 won't instakill marines and anything that is t3 and charges at you will attack before you and most likely kill you via drowning you in number of attacks.

Here you have a more competitive and funnier to play list:

HQ: CCS: everyone packs carapace, vox caster two plasma guns. Chimera as DT: 173pts

Troops: 165pts
1) Veteran squad A: 2 meltaguns and a vox caster (you want your warlord as far from harm as possible, and 12'' from the enemy is begging for warlord kill, leave the troops with tank busting ). 7 lasguns and sarge with no extra gear.
2) Veteran squad B: 1 heavy flamer 2 flamers, 6 lasguns and sarge with nothing.

HS: Vanquisher with MMs and HB on the hull. 160pts.

That way you have more armor available (an extra chimera) which is what make guard more competitive and your veterans have a real utility. A single grenade launcher is a waste on them. The idea is that you focuse your orders on the melta squad: MCs? Monster hunter order. Wanna kill some big tank? Tank hunting. MEQs in cover? Ignores cover order. And so on. With the vox casters in both units you can re-roll failed orders (which is better than a single roll on ld9).
You'll have anti-horde (flamer squad) anti-TEQ/MEQ (tank and veteran and CC squads) and anti armor (tank and meltas). Your previous list was a bunch of overcosted paperpushers, which would have brought you to defeat barring against the most incompetent of enemies.

Bit of Backstory first:
Back in December, I stopped playing 40k because the local meta was getting full of cheesers and people who brought things they knew I could not deal with (such as flyers when I didn't own anything that could take them out or a Stompa during my brief time playing Space Wolves when I had no Anti-Vehicle weapons). So yeah, I just stopped playing. I wasn't having fun and none of my games felt fair or balanced even though both sides were about equal in points.

Well, I was informed that the FLGS's 40k group had banned the people I had been playing against, so I bought the Astra Militarum Start Collecting set and entered the Tank Shock event on Friday. Saturday, at the Build A Model part of the Tank Shock event, while I was assembling the Vanquisher, one of the other players in the 40k group gave me a BUNCH of stuff because he heard I only had the Start Collecting box and couldn't build a full 500 point army for the Skirmish events. So I went from 10 Infantry Squads, 1 Heavy Weapons Team, 1 Commissar and 1 Vanquisher to having a BUNCH of IG stuff. Everything listed is already assembled and I can't change the weaponry without dismantling the models. Especially the Vanquisher.

So, I currently own:
1 Commissar with Plasma Pistol and Power Sword
2 Psykers (Seems to be a conversion of two Reaper Mini Wizards)

1 Stormtrooper/Scion Commander with Powerfist and Plasma Pistol
1 Stormtrooper/Scion Sergeant with Plasmagun
1 Stormtrooper/Scion Sergeant wtih Laspistol (I think, the barrel looks like a Laspistol but it has a chainsaw attached to the bottom of the gun)
1 Stormtrooper/Scion Medic with Plasmagun
1 Stormtrooper/Scion Medic with Meltagun
4 Stormtroopers/Scions with Lasguns
2 Stormtroopers/Scions with a weapon I don't recognize (Looks like a Lasgun with a modified barrel)
4 Stormtroopers/Scions with Plasmaguns
6 Stormtroopers/Scions with Meltaguns
1 Stormtrooper/Scion with Flamer

1 Cadian Sergeant with Power Fist and Bolt Pistol
1 Cadian Sergeant with Laspistol and Power Sword
1 Cadian Sergeant with Laspistol and Chainsword
1 Cadian Vox Caster with Lasgun
27 Cadians with Lasguns
2 Cadians with Flamers
2 Cadians with Grenade Launchers
4 Cadian Heavy Weapon Teams (3 Lascannons, 1Missile Launcher)

1 Catachan Sergeant with Chainsword and Lasgun
1 Catachan Sergeant with Plasma Pistol and Combat Knife
1 Catachan Sergeant with Close Combat Weapon (Some kind of staff with a skull on it) and Meltagun
1 Catachan Sergeant with Lasgun and Power Sword
1 Catachan Medic with Lasgun
1 Catachan Vox Caster with Lasgun
14 Catachan with Lasguns
2 Catachan with Flamers
6 Catachan Heavy Weapon Teams (3 Lascannons, 3 Autocannons)

1 Mixed Cadian/Catachan Heavy Weapon Team with a Heavy Bolter (The Catachan is the spotter, a Cadian is manning the gun)

1 Model that looks like it's from another game. I assume it's suppose to be a Cadian with a Lasgun because it's painted to match them. Although the gun looks like it can pass as a Bolter.

4 Models that I think are suppose to be Stormtroopers/Scions with shotguns, but they look like they're from a different game. They're painted like the rest of the Scions but their weapons look like modern rifles. I mean, they can pass as Stormtroopers/Scions but the weapons they are carrying don't look like they belong in the 40k universe.

1 Vanquisher with 2 Multimeltas and 1 Lascannon.

3 Unassembled Cadians

Use scions for plasmas and gather the guys from the other for the other special weapons. If anyone gives you crap about the commanders not having 'CCW's or them not being cadians or the vanquisher not having a Hull HB tell them to go feth themselves. The IG is a ragtag bunch of misfits and it's ridiculous the enemy wants to force you to buy an upgrade.

OK so few things,

I run the same vanquisher, beautiful model and the backbone of your anti tank segment of your army so protect it at all costs and use its range, that being said it's BS3 means it goes off 50% of the time. As for my relationship with the dice gods that means 1 out of 2 games it goes off not every other turn lol.

Second most important part of your army is your company Commander, your going to need his orders, in my army I run the sword plasma pistol combo and I can tell you that you will never use the sword and if you do your blown! Personally I would drop every power sword on your list and try to fit in more plasma/ melta because your infantry will need it specially in a small game. Or add vox casters to make sure your orders go through proxy in your scions or whatever model has the gun, most people just want the right gun and don't care about the model (as long as they can visually pick out the threat in the squad no one cares) and put that commissar with a vet squad so they won't run and so he could never kill the commander because that would be terrible.

consider camo netting on the tank, it's saved me so many times its like mandatory.

And lastly just looking at the models you have you could try a different list consisting of 1 vets squad and 1 platoon. Put your heavy weapons in a 20 man blob combined squad (do you only need 1 vox and 1 order) and take 20 conscripts with the commissar. That way the 20 conscripts never run and if they fail just 1 dies no one special every time. Make a platoon command of all your flamers and a vox. That's 3 orders every shooting phase and a list that is made of 60 infantry models and a tank. Idk if the points line up but at 500 just barebones everything and only take special weapons on bs4 models.

Check out my gallery I have a lot of the components of your list in my army

A Tank Commander requires at least one more Leman Russ in addition to the Command Tank.

In other news. Just got back from the tournament. Place 6th out of 20 people, mostly thanks to the Vanquisher and help given in this thread. I want to thank everyone here for their suggestions and tips, as they helped me a lot.
