If my ship cloaks out of range of my opponant say on turn 1, can my opponant target that cloaked ship ie "already cloaked at start of the turn" with primary
or seconday weapons on say turn 2+.?

The first turn you take the cloak action you place the cloak token on the ship base, green side up. Your shields are disabled and you then get the +4 defense dice. If you fire any weapon (primary or secondary) you flip the token over to its red side.

If you do NOT fire a weapon during the end phase you move the cloak token from the base to beside the ship. Once the token is beside the ship you are fully cloaked and the opponent cannot target lock you.

So if you cloak on turn 1 and the opponent is out of range to target lock you they cannot target lock you until the turn after you flip your cloak token to red by firing a weapon or some other means. There are a few cards that force someone to flip their cloak token over to red, Data from the Sutherland, Geordi from the Enterprise E, Admiral Shanthi, Tacyon Detection Grid.

There are also a few cards that prevent you from flipping the cloak token, keeping you fully cloaked if you fire, Advanced Weapon System, Advanced Cloak, IRW Scimitar.
