What do people think of them? Specifically for use in the recon company rite of war? This thread hopefully isn't to descend into whether they must be used for all three troop choices as that isn't what my question is pertaining too

Not to concerned with the RoW or how many to use, my question prior to answering would be what Legion are you using them with?

Ultramarines is what I'm planning on playing

For Ultramarines they work nicely working in concert with other infantry units with the Legiones Astartes Ultramarines special rule. As a unit with this rule that makes a shooting attack against a unit that has already been successfully HIT in the same phase by another Ultrmarines unit, they may reroll 1s to wound and armour pen. So use them like tau use markerlights for tactical support squads or heavy support squads.

That's what I was thinking, I also like a Vigilator as one of the HQ choices in such a list due to his shared abilities. Plus a volkite charger with sniper

A sneaky unit with a nuncio-vox is a tactially useful support unit, too - either spotting for artillery, or guiding in locutarus (and 'marking' a target for them to go john woo on)
