Of all the Traitor Legions, which in your opinion, have the most coherent set of rules and most/best model support from FW?

All of them? Some at the moment don't quite have all their models, but with 30k you should build what you like the look and fluff of, rather than what you think would be the best. If you really just wanna win, go shattered legions.
