I'm just after a bit of help really, I have looked in my codex for the dark angels and space marines, but I cannot see anything that explains the "conversions", for example a Librarian on a bike is quite common I understand?

How many points would that be? If I put a Librarian in an attack bike is that allowed? Points cost?

This then leads me onto how can you determine what to convert? Can I put a servitor in a bike or a flyer? Can I put a librarian in a stormtalon gunship?

For Dark Angels characters, if they have the option to take a bike it will be listed in their Options.

Let's take a Librarian for example, on page 104 of the Dark Angels codex (the Librarian dataslate), the third option lists "May take a Space Marine bike (pg 153) ... 20pts". Now, this is just a normal, regular, single bike with bolters, rather than an attack bike or black-knight plasma-talon bike.

Codex: Space Marine characters are slightly different in that they get access to bikes via the "Special Issue Wargear" list, which is just before the rest of the dataslates but after the explanation of Gladius Strike Forces (can't give a page number as I have a digital version).

So putting a librarian (of any colour) on a standard bike is already covered in the rules. But, since you're in the "Proposed Rules" section, you could suggest other upgrades? How much do you think it should cost? This would obviously have to be discussed with your play group, and would be unlikely to be allowed in tournaments, but that doesn't stop you having fun in casual games.

You should be thinking of the rules first and the models second. In other words, you should look at a Codex entry and any upgrades you want your model to have, and then work out how to model them. Unless you have a particular model in mind and want to play with it, of course.

Conversions can be anything and everything, but that doesn't mean they're supported by the rules. For instance, you could model a Dreadnought riding a bike, but that isn't legal within the game rules.

I don't think you want to be in Proposed Rules. It sounds like you're very new to the game and want some help, which would be better in General Discussion. Proposed Rules is for writing your own!
