If I take a crisis team comprised of only 1 model and upgrade it to a Shas'vre. Can this one model join a squad of drones? My thought is he would be a character and characters can join other units?

Sadly no. Only independent characters can join units, not characters. A commander could join a drone team though.

Damn, I somehow accrued like 40 drones over the years and am trying to think of a for fun list to use one time that could take advantage of this. My thought was to take the drone net and put a crisis suit in each so they have a LD of 9 and the hit/run special rule and just fill the table with drones :p
