I keep hearing about a Skitarii detachment called the War Convocation that allows free upgrades. I cannot find it in my codex, is there a different book that I could find it in?
Most people wont have a fit about it but probably secure a copy of the datasheet. Most people only know about the upgrade special rule and not much else.
