Pretty sure you cannot take the FW battlewagon without a CAD but maybe wrong though.

You have way to many points tied up in the Council, go big or go home. I would upgrade both the Warbosses with Mega Armor. Would drop the Boss Nobs Power Klaw for a Big Choppa, hidden Klaw are the way to do it with Nobs.
