Since there's no way to fit a War Convocation into a 1k point list, I'm wondering what would be the most evil thing you can play at that level while drawing only from the Skitarii and Cult Mechanicus codices. That means no knights, assassins, inquisitors or any other ally shenanigans. Otherwise any combo of detachments/formations is okay. I'm particularly worried about dealing with bikes, jetbikes, rerollable-jinking ravenwing, and so on since there are no mobile close-combat options.

An elimination maniple with two units of grav/flamer destroyers and two units of all-phosphor kastelans seems like a safe bet since a single hit from the kastelans will enable the destroyers to ignore a unit's cover save. But then your entire army is 12 models which could be a problem. Would it make more sense to ditch a couple of robots for a couple of Skitarii squads and a dunecrawler? Or maybe forego the elimination maniple entirely?

I would actually opt for Skitarii Ranger/Vanguard squads, some infiltrators, and an Onager with a Neutron Laser would be your best bet. Very versatile and it will have a devastating shooting phase with Doctrina Imperatives.

That doesn't sound particularly cheesy. I'm going up against 2+ rerollable jink saves, so without weapons that ignore or reduce cover I'll just be watching the opponent laugh off 97% of my shots. Infiltrators are nice but they're liable to get wiped out by plasma/grav overwatch fire when they try to charge, if the bikes let them get close enough to charge in the first place.

cohort cybernetica + ironstrider cavaliers- 3 dragoons and 1 ironstrider.

Flamers from kastelans on things that may jink, and if they come close you can charge with the dragoons.

Elimination Maniple or Cohort Cybernetica are the "cheesiest" but that won't win you all the games you need.

Do Imperial Knights count as AdMech if they're painted red? Three of them can fit in 1000 points.

Yep.
Take 2 Kastelan units, just to be safe, and kit them out entirely with phosphor, and then give the Kataphrons Grav cannons and Flamers.

I won with an 800 points Elim Manip against 1250 of Tau, and that only had 10 Firewarriors. All the rest was mech suit jobbies, including a Riptide and Stormsurge legs.
And having said that, it was actually just a 3-man Destroyer squad, behind a pipe, supported by the 2 robot units. The other Destroyers were on the other side of the table with the Firewarriors.

But woe is ye who suffers the opponent that knows to shoot the Kataphrons first. Took my opponent 4 turns to start shooting them, but once he did, they dropped fast. I actually had to resort to sitting my last Kataphron right behind one of my Datasmiths with the Stasis field.
(That's actually a really effective cover tactic, as it turns out. )

What I suggest is, given you can easily get a solid Elim Manip for 800, is fill the remaining 200 with 2 completely vanilla 10-man Vanguard squads, and use them as bubble wrap, but also as a swift way to deal with light armour, should you need that.
(I did; got tied up with those ruddy Firewarriors for 3 turns)
Not to mention they're also damn good at taking down MC's, like the Kataphrons. Like Cinnamon and Nutmeg.

There's also the whole "Mind games" hilarity to use against infantry-heavy armies, simply by using Eradication Beamers and Vanguard.
They'll want to get closer to the Dunecrawlers to avoid the huge pie plates, but as they do so, risk getting into range of the Rad Carbines.
I find this to be a very effective way of splitting Infrantry from their vehicles, which is an absolute MUST when using Kataphron Breachers.

And one can also accertain a strong cheddar with devilish objective marker placements, and a Holy Requisitioner.
Nothing irks Ravenwings and DEldar more than having these guys grab onto the back of their hovercraft, and proceed to puncture the fuel pipes with uncanny ease.
But nothing irks Kataphrons more than masses of shots headed their way, hence the Skitarii trick ^.
(Seriously, these guys are squishier than I'd like. The lack of anything other than an Armour save feels so weird when everything else I use has FNP.)

I think so? Eldar Decurion with windrider host + 2 wraithknights as auxiliary choices comes in under 1000, and Tau can take up to three surges as a single LOW choice so they can just use a CAD. And at any rate there's always unbound. I think no GMCs at all in 1000 point games would be a great house rule, but until I convince the other players at the store to adopt that one then GMC restrictions are going to be strictly for tournaments.
