1) Depends on how many points you're playing. When I run the force, I just run 3x20. you're hitting on 3s anyway, hence the difference between rerolling 1s and rerolling 1s or 2s (before you take into account modifiers) wasn't the end of the world.
2) I usually run 2. That way you have greater coverage for the shield and you can buff 2 units with the +1 to wound and let 2 ignore the battleshock (which is important since they have no armor). It also gives you backup if one is killed. I usually have 1 with the battalion and the other as the general so that both are important.
3) As a side note, I've learned that the Exiled Blood Cult works a lot better for me than the Bloodwrack Sisterhood. Yes, the witch elves can't be battleline then, so you're taking 3x dreadspears, darkshards, bleakswords if you're playing with the rules. However the battalion can push out a stupid amount of mortal wounds when they get into combat. With the cauldron's blessing, the witch elves are doing a mortal wound on every wounding roll of a 5+. The executioners are also then doing 2 mortal wounds on a hit roll of a 6+ and if that doesn't work then doing a mortal wound on a wound roll of a 6+. I've had these units literally wipe out units of 20+ in a single turn.
It also fixes one of their major issues the list has, namely the lack of rending.
