So who sells them ?

The only ones I've ever seen, which looked a lot like those you're showing with the "lava lines"/mold cooling failures, were the ones GW made for the 7th ed fantasy dice tins.

Chessex may be somewhere to look--they have something called "arrows of Chaos" and "hit location" dice, but don't show pictures, so you could try emailing them. They also have the ability to make full custom dice, at min order 10 dice, $1 per side (so $60 for 10 minimum for what you're looking for)

Anybody else have any ideas?

Edit: and in the long tradition of "Vejut googles something a minute after he posts", googling the chessex chaos arrow dice shows they're just stylized pip dice, and the hit location dice are more like "body part hit" dice, while the ones you show are in fact the GW special edition ones.
