Yes. It is a valid LOW in 40k.
Latest rules is trickier as it shows up in a lot of places.
I think tau/imperial guard campaign book is most recent(forget the name) but I doubt there's much difference between publications.

Yes, the best option is to get the Solar Auxilia red book, which contains all the upgrades and costs. The 40k variant is also valid, but misses out on some upgrades, like armoured ceramite and more exotic pintle-mounts.

This is completely wrong. The Baneblade is not in that book (it's IA3, btw) at all. It's in the solar auxilia or militia army lists for 30k and the 40k rules are in the latest "main GW" IG campaign book.

No, you are wrong, as he's referring to the MONT'KA campaign book, which does indeed contain all Imperial super-heavies.

Oh, right, the exact same book I even mentioned. This is what posting at 5am gets me, assuming that someone talking about 30k rules must be referencing a FW book instead of the obvious answer.

Btw I want to use baneblade in my death guard list. Is it valid? Will the book have "space marine crew" upgrade?

The main Space Marine red book has a list of what super-heavies you can choose from, plus they can be given the Space Marine crew upgrade at a fixed cost.

Yes, I forgot the rule of SM LOW.
The only question is how to explain to other player the cost of baneblade sm crew upgrade. Because i really want to use plastic baneblade with sm gunner.

Asking for rules here won't get you very far. What you seek is in this book:

Actually, the problem is, nobody knows what rules he seeks. There are certainly two different versions of Baneblades in that book. So, which set of rules is used? Or, since the box out seems to be referring to 40k a lot, are you meant to use the rules from IA1 (2ed) or from Mont'ka, or from Apocalypse? They're all different, but nobody knows which to refer to.
At the moment, since all the other options are 40k IA book references, I'd go with Imperial Armour 1 (2ed). But that's just a guess.

I think all are technically valid. GW pretty clearly states that when there are multiple "valid" rules sets for the same model you can choose which data sheet you want to use for it. The best answer is probably pick the book that best fits the context you want to use it in, or with the most recent release because its likely to be more in line with the meta. Granted, GW and FW don't always see eye to eye, but I think that's a pretty solid answer.
If you happen to use it and glean any knowledge from your experience, please share! I love those models (nostalgia level 9000 with the old megatron tank transformer toy) and am sorely tempted to paint one up for my death guard. SO MANY RIVETS TO RUST
