What do they mean? They come with the Dark Angels Transfer sheet, but I don't know what they are for. Can I use them everywhere? Or can I only use them on certain Mahreens?

It is fluffy: it is to represent the history of your marines.
Did they fought on Amaggedon ? If yes, if you are gathering a force representing the one on Piscina IV, for example, why not giving them the Armaggedon campaign marking ?

I have painted on all my marines and almost all my tanks a campaign badge since I saw this in the V4 or V5 SM codex.
And when I add allies to my SM force, I add it to them, too.

It's just fluffy, a way to say "those guys fight together for the reclamation of the world XXX". It is just a bit of background and personalization.

More correctly they are Army Badges - which are supposed to be from the army in which they are *currently* serving - past campaigns get relegated to the (almost never mentioned) personal heraldry. They are supposed to be worn by every member, vehicle and according to some fluff even equipment.

As far as I'm aware the ones on the tranfer sheet were made up for that sheet and have no associated fluff.
