Yeah, the Oniwaban (or any Surprise Attack high CC Monofilament Weapon) is a really hard counter to TAGs. They can't dodge for gak (-6 penalty just for being tags) and -6 again for Surprise Attack. So even with a PH of 18 they're dodging on 6s.

The Oni on the other hand can use Martial Arts Level 4 for a Burst 2 CC attack. With a CC of 24, if either dice come up it's a Critical Hit, so the Monofilamental weapon cuts the TAG in half with no save and it's dead no matter the wounds.

As said above, no joke. He likely dies doing it, but you'll almost always trade up killing a TAG, so it's worth it.
