So after dusting off my beloved DE a few months ago and gotten my feet wet with a several games of 7th, ( quit at the end of 5th) I have decided to avail myself of the Allies system. Of course, I chose Eldar. Now I know your thinking," Of course you did.....", but honest I'm not trying too build some cheesed#$k army. What I am trying to build is a nice themed army, that can play in league or itc formatted tourney's with out feeling like sellout or a power gaming netlister. No to much to ask for, right?
I have all the DE models (plus a bunch more), and none of the Eldar.
So my questions are....
1) Is this list viable? (Can I win games, if I am sneaky, and play to mission?)
2) Who should I make Warlord and what chart?
3) As I am knew to psychic powers what disciplines and whom to cast it on?
4) Anything I am missing?

You will struggle against a heavily armoured lists (think all Imperial Knights, Dreadnought spam or Necron AV13 wall), but you will absolutely rape most other lists I would personally drop the 3 Warlocks for 4 Scatterbikes with 1 Warlock. That gives you a good unit for the Farseer to join and Guide, while giving you more shots, which you disparity need. The Autarch needs to join the 6 Reavers. He gives them more punch and they give him Hit & Run. The Shining Spears are just there to help other combats -

Thanx for the quick response.
Thankfully I haven't seen an all imperiall knight list, but a bit worried about necrons and dread spam. I was hoping to help mitigate that with the Warlock council, Shining Spears, and the Heat Lances, but definitely worried. What about shurricannons on you suggested squad could help with Me? Who should be Warlord? What Psychic powers? I know I want Psychic Scream to go with the sweet -3 Of from Grots and Succubus, but what else?

Well the issue with all the anti-tank stuff you have is that it requires you to get close and often you'll have to commit multiple units to get the job done. That can lead to very unfavorable combats for you. If really are worried though, make some points for Dark Lances on the Raiders and Blasters in the Warrior units. That should cover you against all but the most heavy AV lists. About Warlocks. I love them, but they suck. One Warlock costs about the same as 3 Windriders but will die like just 1. They also do not contribute a lot, seeing as a Farseer is only twice the cost as 1 yet over 3x more effective. That is why I suggested more bodies and only 1 warlock as part of another Scatterbike unit. About Shuricannons. I love these too. Fortunately, they don't suck, but the Scatterlaser is just better. The extra shot and range make all the difference. You can get into CC with the stuff that Shuricannons want to shoot at anyway, so why not play the bikes to their strength? I.e. staying as far away as possible. -

I switched out the conclave for 1 Warlock & 4 Shurricannon Windriders. I think they may end up closer to the action, to get off psychic scream. Any thoughts on my other questions?

For Psychic powers, roll once on Telepathy. If you get Shrouded or Invis kept it and roll again for the other. if you don't get either power, swap for Shriek and move on.
Your other power you don't need to roll for, I always just take Guide & Prescience for re-roll goodness.

Consider looking at the Harlequin Bike formation to replace your Shining Spears. They're just plain better than shining Spears and in the formation get a re roll to junk.

Wouldn't that go against 3 max on detachment's still pretty hazy on what counts for what so always stuck with 3. Love the idea though!!

That is a great list and will dominate board control. Since you are a Dark Eldar player at heart (2 years ago I too dusted off the dark kin and started building a allied elder force) may I make the suggestion of making one of your reaver units a 9 man unit with 3 caltrops. It is one of my favorite units to play. Most games I will turboboost them turn one to threaten one of my opponents critical units. 9 times out of 10 they will shoot their entire army at them trying to kill them. (also if you do decide take a real space raiders detachment they are now jinking on a 2+ for the first turn, though losing ob/sect does suck) even if I do lose a few as long as a few of the caltrops make it in they will do work. A True suicide unit. I have had them kill Black knights, a whole 20 guardsmen unit before they got to swing, and one time even put the final two glancing hits on a knight (don't forget rending!). You play dark elder, play fast or die!

When I was going through my initial thoughts on this list I was trying to put in a sword and board wwraithknight, I put in a 9 man reaver unit w/3 caltrops and an Autarch Skyrunner w/mask, Lance, and shimershield to give them some protection. It would have had the WK, Reavers and Grots as forward threats and the rest was msu bikes and Venoms. Went with more bikes, because of all the grav I see.
