This isn't so much a question about the background, but a question of something I'm curious about, and how likely it might happen.

What kind of chance do we have of seeing the Minotaurs make an appearance int he Fenris system, if not in their usual attack-dog manner, then as a threatening presence? I can assume there is possibly one, given the Wolves are being persecuted by the arriving Dark Angels, and are embroiled in a conflict across the galaxy to contain their Wulfen Brethren. Don't you think the High Lords of Terra might take notice of one of their least favored allies as being on the back foot? And possibly try to put them in line on top of all this Chaos shenanigans going on? In which case, the Minotaurs would be one of their foremost tools. If not them, perhaps the HLoT might call in some other form of action against the Wolves?

It's fully within the rules for me to look up your Facebook page, find out your dear Mother Gladys is single, take her on a lovely date, and tell you all the details of our hot, sweaty, animal sex during your psychic phase.
I mean, fifty bucks is on the line.
There's no rule that says I can't.

The last we saw of the Minotaurs, they were commanded by the Orpheus Decree (0266999.M41) to conduct a campaign of exterminatus across the Orpheus sector.

Even if War Zone Fenris is set a bit post 999M41, the Minotaurs are probably still busy bombing Necrons.
