Are these 3 lists balanced against each other, or is there a clear Rock-Paper-Scissors affect that I am missing?

Eldar_________197pts - 11 models

2 Windriders w/ Scatter lasers - 1 Reaping volley & 1 FNP
4 Windriders

4 Dire Avengers - 1 Infiltrate

I feel like the eldar list is much better than the other 2.

So maybe trade 1 Windrider for another Dire avenger and give the Exarch TL catapult?
Essentially keeps the same firepower, but trades 1 jetbike (and everything that goes with it) for 1 more infantry model
Or I could trade both Scatterlasers for Shuricannons

Another list I am toying with is this:
Eldar_______200pts - 10 models

Windrider w/ Scatter laser - Reaping volley
Windrider w/ Shuricannon - Preferred enemy
3 Windriders

Striking Scorpion Exarch - Leader
4 Striking Scorpions - 1 Exploit Weakness

I feel this list has less fire power, thus makes the Space Marine list a bit better, but it can now compete with the KDK list in CC

Are you going for a casual balanced game? It appears to be what you are going for.

Second eldar list is a little less brutal against the marine list for sure.

Honestly, as long as the Marine list and Eldar list are balanced between each other, that's fine.
I am using these to play my kids (10 & 12), so definitely casual. I can use the KDK list and they will have the Marine/Eldar lists.
Most likely, they will want to play 3-way games, so the Scorpion list is probably the best way for me to avoid them "ganging up" on me with their combined shooting.
