So, it's hard to really hammer this out yet since we don't have rules for Thousand Sons or Space Wolves (not sure which legion's rules I'll be picking), but I wanted to know if I'm going off in a completely awful direction. What I have worked out is a roughly 2,000 point core for the army... I'll fill in the remaining 500 points to make a 2,500 point list once the legion rules come out. If I was to play at 2,000 points, I imagine I'd either drop a veteran squad or shrink one down to 5 models to free up some points for some upgrades to spread around.

Delegatus - Cataphractii, M.C. Power Axe, Pride of the Legion = 100
Veterans - 10 - Vexilla, 2x Plasma = 240
Veterans - 10 - Vexilla, 2x H Bolter = 250
Veterans - 10 - Vexilla, 2x M Launcher = 260
Cataphractii - 10 - P Fists & Shizz = 300
Tartaros - 5 - P Fists & Shizz = 200
3x Rhino = 105
Spartan = 295
Phobos = 250

a Delegatus is a decent idea, though I'm partial to praetors (more expensive, but they hit MUCH harder when you put the points into them)

veteran tactical squads are a terrible idea as your core infantry. They are too squishy, even in rhinos, and with PotL (which I lovingly refer to as the "noob trap") You will get doubly-punished when all of your squishy squads die (which they will).

Spartans are decent, if not over played and easy to play around, maybe consider looking into footslogging (I do it with my DG to great effect, though I usually field a lot of terminators)

IMO, swap out at least 2 of the vets for generic 15-man+ tac squads (or 10-man tac squads in rhinos) and Ditch PotL ASAP. From there, worry more about playing fluffy rather than playing the best, as 30k is MUCH more forgiving in that regard. In other words, there's no reason to only try and play the best, when most everything is playable barring a few bad ideas/options. and even then, those bad options have uses.

I'll never be able to repay CA for making GW realize that The Old World was a cash cow, left to die in a field.

I had a feeling that vets might not be the best choice. I was also thinking about Blackshield Marauders (Blackshield would be perfectly fluffy for what I'm trying to do, so they're attractive for that reason.), although they're still on the expensive side.
