Maybe I'm just missing something, but there seems to be some differences between the two so I'm at a loss for how to write a list

Particularly for the leaders. PDF (from GW) Has a Chaos Lord while the Handbook has Lord of Chaos, are they the same?

Also, Handbook has Exalted Hero while the PDF tacks on "With Battle Standard" are these the same?

Just double checking for fairness sake

Also, looking at lists I saw stuff like Third Eye and Dragonhelm, where is stuff like this listed? Sorry if this is all basic, I'm new to the system.

If you mean the PDF from the GW website...those are for the Compendium Warscrolls and the points for those can be found on pg 151 in the GHB. The ones on pg 134 GHB are for the "current" range and those warscrolls can be found either on the AoS app or through the Grand Alliance Chaos book.
