What is the best and cheapest army one can field for around 1000 points. I like necrons.
I tried chaos space marines before and they worked well.

You can start a Cron army for fairly cheap all things considered.
Start Collecting Box £50 ($85 US)
Box of Warriors £22 ($36 US)
Box of Lychguard/Praetorians £20.5 ($33 US)
Box of Immortals/Deathmarks £20.5 ($33 US).

Just get 2 extra 40mm bases to put 3 scarabs per base and you get:
1 Overlord
24 Warriors
8 Scarabs
1 Stalker
5 Lychguard or Praetorians (Personally I think Sword and Board Lychguard are the way to go)
5 Immortals or Deathmarks (I like the Deathmarks but Immortals are needed for an eventual Decurion).
All of this combined is right around 1000 points and its £113 ($187). That is before any discount you might get from an online seller or at a FLGS.

And as always...buy from a 3rd party store and save yourself 20-25% and maybe get free shipping etc.

To top that off, Necrons are pretty solid in lower points games, and since they have few wargear options it's really easy to scale up quickly.
