I am using a Draigo wing versus eldar. This is my first time using it, is there any special tactics I should know? He has a lot of D scythes

I assume the D Scythe your opponent is spamming are the ones on Wraith guards, So my suggestions are as follows.

First, don't play with rules that nerf Invisibility BUT not nerfing D Scythes (i.e. ITC modifications). Second, If your Librarian did not get Invisibility or sanctuary Plus Veil of Time, don't waste time and concede before the game start.

Third, bring as Many Psycannon as humanly can to Destroy all Wave Serpants that are carrying Wraith Guards asap. Then keep anyone that is not Invisible at 15inches (21inches ifthose Wraith Guards are part of the "Wraith wing" formation). At anytime, do not attemp to charge a full strength WG Squad with a non sacrifical unit.
