Basically, part of me wonders if it makes sense for Elites to benefit from "reroll all" Combat Doctrines. How much of a difference would it make for certain units/would there be any notable game breakers?

Tactical Terminators and Sternguard would benefit from Tactical Doctrines.

Assault Terminators and Vanguard from Assault Doctrine.

Other than making a Sternguard Pod alphastrike somewhat more dangerous (not quite Skyhammer-dangerous), I'm not seeing anything grossly OP, as the other units have fallen out of favor anyway outside of the Vanguard in certain formations.
