I'm planning on pitching a small 1k point campaign/league to my GW. I'm curious if there are any factions which work well at the 1k point range, or conversely factions that struggle at the 1k point level.

For purposes of my campaign I'm planning on waiving Battleline (and only Battleline) because the idea is to encourage people who might be starting a faction to get like a Start Collecting box and a couple extras and not have to worry about meeting arbitrary requirements for Matched Play (an alternative to this would be to state Battleline is 1+ as opposed to 2+ for the 1k point level). Due to 1k points games would be played on a 4x4 table and I plan to come up with a campaign specific scenario with a few randomized elements to fit the narrative I have in mind.

I just want to make sure I'm not going to skew things too badly and that I can be prepared for anything that might crop up; I don't think any of our guys will try and cheese it (there are one or two who I'd keep my eyes on though) but want to make sure. Also I may start a new army myself for the campaign and this information should be useful for me as well

Rather than no battleline, I would suggest no battalions instead.

If you forgo battleline, it would be easy to field a monster mash army and that would be no fun for someone who brought a more average foot slogging army.

At 1K points, I think the factions that benefit the most are the ones that can field the battalions efficiently within 1K points.

Also most of the cheesey list rely on the battalion rules, too.

If you really want to encourage people to get a start collecting box, restrict allowed battalions to be the ones from the start collecting boxes and maybe use points from PPC for them.

I strongly advise against eliminating battleline requirements. I'm pretty sure all of the start collecting boxes contain at least one battleline unit, so access to battleline is not really a big problem for new players typically.

I think aquietfrog is spot on about battalions. Eliminating them would both simplify things and cut out some of the cheesier lists.

Another sensible rule would be to ban Forgeworld models if you want to make it new player friendly. While not all Forgeworld stuff is OP, it's very unlikely that new players will have access to it and some of it is really strong.

If you want to be really heavy-handed you could consider only allowing 1 behemoth per list, and that would tamp down on most of the more unfun/WAAC possibilities. That said, this definitely advantages/disadvantages certain factions more than others.

Last but not least, I'd strongly suggest being VERY clear about the victory conditions ahead of time. Specify whether the scenario(s) are objective based or whether tabling the opponent automatically results in a win.

I have to use points from the generals handbook or no one would bother to play because it wouldn't be using official rules so my hands are tied in that regard. I personally am not a fan of battle line at all but I am not against maybe needing one unit but I do not like requring two from personal experience at the 1000 Point level. My idea re: Battleline is more or less so somebody can buy a Start Collecting, and then have their next purchase be something they may really want to add instead of being "forced" to buy a second Battleline unit to make a "legal" army, since all the SCs come with one Battleline. If I could just standardize on bring X many warscrolls and not expect it to be abused (or, rather, have people refuse to play because no points) I would do that, but I know that would never happen.

I honestly did not even consider that battalions are even a problem other than like the bonesplitterz
