You know, before it became a land of bloodthirsty creatures of the night.
And did the Moot end up receiving Sylvania's vote, since Stirland technically has administrative duties toward Sylvania?
For that matter - since the Elector-Count of Stirland bears some de jure responsibility (even if it is de facto controlled by the Von Carsteins), what (if anything) does Stirland do for Sylvania?
Some ceremonial flag waving at the border?

Sylvania never had a vote. Only the 12 elector counts could vote, along with special privileges granted to the Grand Theologist, High Priest of Ulric, Elder of the Moot and 2 of the Theologists favourite Arch Lectors.
Sylvania never had an Elector Count, therefore never had a vote.
Stirland tried to put a tighter leash on Sylvania after Vlad, constructing forts and and watch towers out of their own treasurey to defend (or rather, watch out for) Sylvania. However after Konrad and subsequently Manfredd put all of these efforts to shame, Stirland has basically left Sylvania to rot.

Oh I thought the situation in Sylvania was similar to what happened between Solland and Wissenland - external issue (the Waaagh!) causes the collapse of the province allowing nearby neighbor to absorb it. Solland at one time had an Elector Count, I guess Sylvania was never incorporated into the Empire in the same way......prior to athe whole Vampire Counts business...

Even before the whole vampire business, Sylvania was always a shunned placed in the Empire. Death magic tended to coalesce there, and that led to a lot of bad things happening in general. Dead used to rise from recent graves even before the vampires took over. So it's no wonder it was never really incorporated besides by de jure.

I won't be able to find where I read this, but according to some book there are just places that naturally attract certain kinds of magic. There's no reason behind it other than they do, which leads to all the weird things happening. Both Mousillon and Sylvania are places that naturally attract death magic. That's why they try to summon Nagash there (in book 1 of The End TImes series, I believe). Though I can't think of any specific places, it would lead me to believe that there are other places in the world that attract the other 7 lores. Maybe where fire magic gathers there tends to be volcanoes or raging forest fires?
