If you give the legion tactical squad additional chainswords, does the sergeant get one too?
Can you trade the sergeant's chainsword for one weapon from the list (powersword, powerfist, plasmapistol... ) and then trade his bolter for another weapon from the list?
The end result being a sergeant with a plasma pistol and powersword.

That's the entire squad, including the Sergeant. This is followed by two options for one Space Marine. Then the next three options specifically reference the Legion Tactical Squad's Sergeant.
Long story short: Yes, the Sergent gets a Chainsword because he is in the squad, and you could then trade his bolter and/or his chainsword for a plasma pistol and power weapon. Note: if you pay for the additional chainsword, then swap the sergeants bolter for a plasma pistol, he will still have his bolt pistol, so you could then use the gunslingers rule and fire both of them.  You could also do this simply by swapping out his bolter for the plasma pistol.
I gotta ask though- why spend so many points on upgrades for a Legion Tactical Squad? I'd think you would be better off spending those points on a "better" squad.

The reason is that I'm playing World Eaters and feel the backbone of the army is going to be tactical marines and assault marines.
I have 3 tactical squads and the most character I can give them from a list building perspective is the loadouts on the sergeants. One has a powerfist / bolt pistol, another has power axe / chain axe, another has the powersword / powerfist.
Coming from a chaos background, I see the sergeants as aspiring champions- proud champions of their legion with their own tastes for combat and their own armories.

That is an awesome reason to play 30K! Bravo!
I also hope it's 60 Legion Tactical Space Marines, because that would just be awesome to see on the table. Go big squads or go home.

WIP shot from a few days and a few less marines / progress ago.
You bet it's going to be 60 tacticals! I was originally going to do 16 marine squads but I figure further down the campaign that would make more sense.
I'm going to be adding the chainaxe chained to their backpacks.
I view the tacticals almost like the scouts as in they may or may not have the butchers nails yet. The assault marines will be a bit more frenzied and the totally ascended (or descended into madness) will be represented in the Red Butchers and Rampagers.

That's the way I play my World Eaters too. Although, at the moment, I only have 3 squads of 15. I like to run a squad or two of inductii, S6 chainaxes are nothing to sniff at
