What are the most useful psychic powers for a Shadowseer?
Veil of tears seems pretty essential but other than that I am not sure.

I'd say Veil of Tears and Psychic Shriek. Both Primaris so you'll be sure to get them, and gives you solid defensive and offensive capabilities as the situation demands.

I don't have the book in front of me though with random rolling Stone use what you get. I remember most of them serving well.

If she's in a hero's path go psyshriek, along with the mask
if she's supporting units, get veil of tears, and try to get fog of dreams and stick to cover. Stealth+shrouded is great.
The other powers are decent too, with one making an enemy snapshoot and hit on 6's in melee, and the rest meh to ok depending on the situation, but stack well with negative LD stuff, which you can easily get from allies

Veil of tears and psychic shriek are both excellent powers to build around and your are guaranteed to get them. Mirror of minds, dance of shadows and fog of dreams are all good too. I think psychic shriek is probably the best power but overall the harlequins powers are better than telepathy. I think it is important to decide if you want to be more defensive or offensive your your powers and from there figure out how much leadership modification you have as your powers get much better against lower leaderships.

I roll once on phantasm and pending what I get will roll a second time. If I get the damage powers I tend to default to veil and then just take shriek

I run Harlequins in Freakshows exclusively. I take one roll on Phantasmancy. If I get Mirror of Minds or Laugh of Sorrow I keep it, otherwise sacrifice for Veil.
Second roll on TP. Take Shriek unless I get Shrouding/Invisibility AND got a Witchfire already.
