First, Welcome to Dakka, and back to 40k.
Eldar, overall, are crazy powerful. It’s hard to go wrong. The big questions is what units you like, and how competitive you want to be.
The powerhouse units that you want to spam to win are going to be scatter laser jetbikes, warp spiders, jetbike farseers, and wraithknights. There are, of course, other things that can work, but those are the “easy button” units. With a few exceptions, most of the other units in the codex major problem is not being one of the crazy broken ones. You say your local meta is very competitive, but without knowing how bad it is, it can be hard to gauge. Eldar are strong enough that you can probably take a few “fluff” units, and still do very well. But the more competitive you want to be, the less space there is in your list for fun units.
Dire Avengers are not bad is any absolute terms, but compared to scatbikes for troops, they just fall short. Not a bad use of points, but they could be spent better.
War Walkers are not bad for what they do. Reasonably efficient way of getting heavy weapons to the table.
The seer on foot is only an issue because he gains so much from a bike.
Where to go from there depends a lot on your mood and how rough you want to play. A unit of bikes and a wraithknight would turn things up to 11. Not recommended if you want to keep your friends. That said, if people are slapping Imperial Knights or other super heavies down on the table at low levels of an escalation league, go for it. I might look into the start collecting box (bikeseer, 3 bikes, fire prism) it’s got a mix of good stuff and OKish stuff, so you don’t need to feel bad fielding it. Some of the formations are worth looking into. Getting 3 aspect squads for the bonus can be quite nice.
