Can you use 2 warscroll battalions in the same army, can they be the same ?

Reason for asking, Verminus Clawpack for example, I can make 1000, 1500 but come short even maxed out for 2000 & 2500.
But if I can use 2 of the same, I can make the 1000 & 1500 for a 2500 point army.

You can. Some of the meta-battalions even require you to do so. The only thing is that any given unit can only be in one battalion, and you still have to stay within the unit limits, rule of one and so on.
