So I'm just wondering from more ITC experienced players what list would be better, I know what list would be better at my FLG but ITC meta is a bit different.

The big difference between the two list are, 1st one has more troupes and the heroes path (gives those 3 Infiltrate, Stealth, Shrouded, can be useful) but has no Bikes, where list two has bikes, more haywire and another heavy.
They both have pro's and con's its hard for me to pick.

List B by a mile. Skyweavers really push the list where it needs to be (even if they are paying too much to do both CC and shooting, come on, pick a specialty already!)
Sorry, side rant aside, the variety that list B brings is invaluable. Plus I has the Solitaire, so bonus

But a suggestion might be to drop both Cegorach's Jest formations for the one with 2x Skyweaver & 1 Tax Weaver, I mean Void Weaver. I forget the name, but it's the one where they can re-roll Jink saves. By dropping the extra Troupes, you should be able run 2x 3 Skyweavers and add a 6th model to each Troupe unit from the Masque
Remember that Harlies don't do MSU very well, so more bodies per unit is better

Im not dropping Cegorach's Jest for Faolchu's Blade, I dont need 3 units of bikes.

the 2nd list again has pro's and con's over the 1st list, bikes are nice, but pricey. Yes they get extra movements but a Troupe+Vehicle is extra units and attacks. And the Heroes Path also gives 3 characters amazing cover + infiltrate. The Solitaire is in both lists, but list 1 I would say is better, b.c he can infiltrate into 2+ cover.

It really comes down to Do I need Speed of bikes or more survival characters.

So is ITC meta more speed base or survival base?

Honestly, if you're wanting to be ITC competitive, you shouldn't be playing Harlies. The 2016 scores list the top Harlie player beneath the top players from: Mechanicus, DA, Tau, SM, Renegades, Daemons, Eldar, SW, Necrons, Corsairs, IK, Orks, and DE.
Admittedly my preferred faction of GK is 25/28...so maybe those scores aren't something to go on all the time. But think about Harlies as allies for Tau or Eldar. They'd bring some CC pain to a shooty Tau list.

Yes you are right, but my Corsairs are not finished and wont be for some time and I mostly play DE. Harlequins are the next army I play.

I dont want to be number 1, I want to have fun in a Highly Competitive environment.
