I was looking at the suggested lists mentioned for the starter set, and I noticed that points wise, Marines have 190 as opposed to the Tau's 134. Doesn't seem right to me in terms of balance, but I may be wrong. Is there a better list to use to make both armies more balanced, or is what comes in the box fine?

This is so I can introduce new comers to Kill-Team and make sure everyone has a (roughly) equal opportunity for fun, rather than watch as the Space Marine player consistently steam-rolls over the Tau player or vice-versa.

If the Tau can stay back and has good clear lines of fire he can probably mess up the space marines before they get close enough to fight back, but honestly the Tau need some sort of support. When I was looking into using my Tau I considered a crisis suit or two or alternatively a unit of Kroot. Crisis suits gets you more special firepower, Kroot give you sneaky guys to infiltrate and either get in the way or snipe.

Yes they ain't all balanced, when I played a little game against my wife's Necron Starter Pack against my Skitarii I had to put a lot of upgrades to reach her point level and have it balanced.

But it's a good idea to play Kill Teams with them, the said game I played wasn't really fun for her at first because I just shooted all her guys up with S10 AP1 blasts. Then her Starter Pack's detachment rule resurrected her 10 warriors and they killed me in CC after a glorious last stand.

With certain armies there's some units you can't use in Kill Team anyway, like HQs and vehicles with more than 33 total armour value. So there's always going to be a balancing decision to make.
