The Codex FAQ DRAFTS were release on Facebook in August 2016 but the Black Library still offers the old versions. Has there been any information on when to expect the new official final FAQs? Has anyone implemented any of the rulings into their games?

There is no official timeline for when they Drafts become updated/official.
However, many in my group have adopted them as they provide consistent rulings. Well, consistent as in the same document to refer to.
