So zombies can merge into a single unit, if each one of those units have a banner which gives them the ability to raise fallen models in the unit. Do you effectively gain 2 rolls of resurrecting instead of one?

No. From the zombie warscroll:

Models in this unit may be standard bearers. You can return D6 slain models to this unit in your hero phase if it includes any standard bearers.

The number of banners is inconsequential. All you do is ask if there are any banners in the unit. If yes, you can return D6 slain models.

You could even model every zombie in the unit to be a standard bearer. You would still only get D6 slain models back though.
