I've been researching this supplement, in regards to Black Templar-related content, but have found nothing but vague mentions of a sisters/Templars force. Can somebody give me more info on what this book provides Templars so so that I can better determine if the purchase is worth it? Thanks!

No upgrades or options, really.

It has the three characters from the triumvirate, which any Imperium list can take individually or all three as a formation.

There is a new "CAD", that lists specific units from nearly every Imperium codex that you can take put together your list and gain certain bonuses. Like, you can take an inquisitor as an HQ, a crusader squad for a troop slot, and some Leman Russ tanks in the heavy slot (I think LR are on there). When a troop unit is destroyed, it goes into ongoing reserves on a 5+ roll. That doesn't suck.

Finally, there is a mixed-codex formation involving Black Templars, but I immediately forgot about it as I would much rather just take Templars in a CAD with an allied formation than what I saw.
