The new devastator squad has leg armor. What is the reasoning for this? Also is this a trait for devastator squad marines or any space marine that is using a heavy weapon? I am considering changing all my heavy weapon guys to fit with the fluff.

avoiding the lorax on Crion

Devs do have to stand up and fire the heavy weapons somewhat more exposed than a bolter.

Though that would be shoulder and chest protection not leg.

Reinforced servos to handle the recoil and fire on the move maybe?

Sgt. Vanden - OOC Hey, that was your doing. I didn't choose to fly in the "Dongerprise'.

I have no clue how Dakka's moderation work. I expect it involves throwing a lot of d100 and looking at many random tables.

FudgeDumper - It could be that you are just so uncomfortable with the idea of your chapters primarch having his way with a docile tyranid spore cyst, that you must deny they have any feelings at all.

It's a design nod to devastator models from second edition which also had the extra leg bits. Probably stability and recoil protection as Jhe says (which should also mean beefier arms etc.).

They aren't required, but certainly you could use them on, say, the heavy weapons in tactical squads (which is my intent, given that you get spare legs in the kit).

This design feature was mentioned when they released the new kit. Not sure about the details since its a while ago but it is supposed to help with stability as far as I remember.

Well all Space Marine kits have spare legs depending on how many Marines you build!
