I don't know about the cold, I have to deal with heat and humidity, more.
But spots or points when you're priming with a spray is usually the can sputtering because either it's almost empty, as happens, or you really really really really need to shake it up a lot more. Before you spray, during your spray as well. Also, you might need the nozzle cleaned before use. If it's one you've used before, it can clog and cause this as well.
If the whole model's primed, like you don't have sections of bare plastic, you might as well go ahead and paint over it. As long as it's not like too thick or something, so it shows through your paint layers. Otherwise it might just be easier to dump in your bucket of simple green or what not and redo it.
