I believe Surlak needs to be in the unit to make the unit inductii. In which case max inductii would be 20.

He just needs to be in the army not the unit.

Your tacticals don't get an extra attack per close combat weapon; they get 1 standard, +1 for having 2 close combat weapons, and +2 for charging with rage.

Terrible. One scoring unit? Two models starting on the table? Going second means you probably lost. Any 3500 point list will have resources to kill a dreadnought and rhino, triggering sudden death.
